DeKalb County VINE Coverage
The current official service is the Missouri Victim Automated Notification System, or MOVANS. Under “JAIL & CORRECTION,” it supports searches tied to reporting jails, correctional agencies, and court cases. For DeKalb County, identify Daviess/DeKalb Regional Jail as the physical county-jail custodian. The DeKalb County Sheriff is a committing and records agency, while Crossroads Correctional Center belongs to MODOC. The source agency matters because one name can pass through more than one system.
A result may show custody status, location, offender or booking ID, contact agency, identifying descriptors, case status, reporting agency, facility contact, and the next court event. “Released” means the reporting custodian ended that custody record. It does not always mean release to the community. A transfer from the regional jail to MODOC, another county, USMS, or ICE also ends the jail’s custody.

The interface confirms that Missouri’s present path is MOVANS, not a legacy VINELink application or an unrelated sheriff app.
Search a DeKalb VINE Inmate
Prepare the best available identifier before opening MOVANS. An exact offender or booking ID is stronger than a name. An exact court case number can also lead to the correct record. For a name search, the last name must contain at least two characters; the first name is optional. Facility and age or date of birth can narrow the result. Avoid choosing a record from the name alone.
- Open MOVANS and select “JAIL & CORRECTION,” then choose “SEARCH.”
- Enter the exact offender or booking ID, exact court case number, or the person’s name with available facility and age details.
- Compare the agency, location, descriptors, identifier, and case information across all possible matches.
- Open only the record that fits the known DeKalb County booking, MODOC case, or court case.
- Read the exact custody-status wording, reporting agency, and event details. Save the access date and time.
- If nothing appears, check spelling, identifier, state, and facility, then contact the custodian. Do not treat no result as release proof.
Daviess/DeKalb Regional Jail’s own Resources page links the local custody-search channels. JailTracker may also show “Sched Release” and “Date Released.” Those fields should not be merged. A scheduled field is prospective, while an actual-release field indicates the booking closed. Even then, the jail or receiving agency should clarify whether the event was a bond release, court-authorized exit, sentence completion, or transfer.
When the person is tied to a DeKalb County case, compare the portal entry with Missouri Case.net. The docket can identify the correct court, case number, bond action, disposition, sentence, or commitment to MODOC. It cannot always supply the time someone passed through the jail door. The jail remains the source for that physical event, while the court explains its legal authority. Matching both records also reduces the risk of confusing people who share a name.
Note: Record the agency and event time from each result. A custody change from one source does not settle status in every system.
DeKalb VINE Release Fields
MOVANS combines custody, agency, and event data. A field should be reported with the source that supplied it. The portal’s role is timely status and notification, not a permanent certified account of the release.

MODOC offender notification follows a distinct channel through its Office of Victim Services. A state-prison parole or conditional-release date may be public in MODOC records, but a local-jail MOVANS registration does not replace the MODOC process. Fully discharged state offenders may also disappear from the active MODOC search, making the nightly Sunshine file or a release record more useful for history.
A regional-jail-only case may never appear in MODOC at all. Conversely, a transfer from the regional jail to Crossroads or another state institution starts a MODOC custody stage rather than community release. For federal custody, the BOP locator can preserve a federal release result, while ICE and USMS follow separate channels. Keeping the systems apart is essential because MOVANS reports events from participating sources but does not turn them into one universal custody history.
Register DeKalb Release Alerts
Registration begins inside the correct person detail. Do not register from an uncertain same-name match. Current local alerts use email or text/SMS and remain inactive until the selected channel is confirmed. MOVANS permits up to five email contacts and five SMS contacts for a registration, but each address or number should belong to an authorized recipient who can protect the account details.
- Open the verified person detail and choose “REGISTER FOR NOTIFICATION.”
- Select EMAIL or TEXT/SMS and choose the preferred language.
- Complete the optional victim acknowledgment if it applies, then accept the informational-use terms.
- For SMS, create the four-digit PIN used for identity and account management.
- Save the contact. Confirm email through the emailed link, or confirm SMS through its direct link or six-digit code.
- Check that the registration is active. An unconfirmed contact does not receive alerts.
Manage an SMS registration with the mobile number and verified PIN. Email management uses a link sent to that address. Never share the PIN, a six-digit code, or private contact data. Screenshots used to document the portal should not expose any of those details.

The guidance reinforces that a PIN protects notification access and that scheduled-release information should be read as agency-supplied status, not an independent guarantee.
Missouri Replaced Local VINELink
Missouri moved local jail and detention notification delivery to its in-house MOVANS platform on May 5, 2026. Local users needed to create new registrations. Legacy telephone alerts and the VINELink app stopped serving as the current local workflow. This was more than a new name because old registrations did not simply carry over.
Current local notifications use confirmed email or SMS. MobilePatrol and Missouri Sheriff Connect are unaffiliated with MOVANS. Search results for sheriff apps can also point to other DeKalb counties in Alabama, Georgia, Illinois, or Indiana. For Missouri records, verify the state, the Pattonsburg regional jail, and the reporting agency before relying on any result.
Anyone who used the former local service should not assume silence means that no event occurred. An old registration may simply have ended with the transition. Create and confirm a current MOVANS contact against the correct record, then retain the confirmation notice. If a person cannot be located, contact MOVANS support for portal help and the jail or MODOC for custody facts. Those roles are separate, and support staff cannot replace the custodian’s release record.

DeKalb MODOC Notification Route
MODOC registrations are handled through the Office of Victim Services rather than solely by creating a local-jail portal alert. Contact the office at 573-526-6516 or victims@doc.mo.gov for the applicable state-offender notification process. Statutory victim notices can address a parole hearing, hearing date and result, release to the community, escape, or death.
The active MODOC Offender Search remains the public status path while a person is incarcerated or supervised. It can show a correctional-center assignment or a probation and parole field-office assignment. A field office means community supervision, not confinement there. For a final discharge or durable past record, the nightly Sunshine offender file and a MODOC movement or release request are stronger sources.

Confirm a DeKalb VINE Release
Notifications are event alerts. They are not archival proof. Save the alert’s date, time, agency, identifier, and exact event language, then ask the named custodian for the underlying record when formal confirmation matters. For Daviess/DeKalb Regional Jail, call 660-367-2200 and ask whether the person remains in that facility. If not, request the release date, time, category, and receiving agency when releasable.
Use Case.net for the legal event behind a DeKalb County case. A bond order, dismissal, sentence, or commitment may explain why custody changed, but the court docket may not show the physical door-out time. For a state prisoner, use MODOC. For federal prison custody, use the BOP Inmate Locator. MOVANS does not substitute for BOP release history, ICE’s detainee locator, or USMS and federal court records.
If a result reports release from Daviess/DeKalb Regional Jail, ask whether the destination was the community or another custodian. If the portal shows a future date, ask whether it is scheduled, projected, or tied to a court event. If an alert arrives after the person already moved, record the delay instead of rewriting the event time. These checks preserve the agency’s exact meaning and keep a live notification from being mistaken for a certified chronology.
