MODOC Release and Discharge

The Missouri Department of Corrections is a statewide custody and supervision system, not a building in DeKalb County. It covers people committed to a state prison and people supervised by its Division of Probation and Parole. Crossroads Correctional Center in Cameron is one MODOC prison. The system does not cover a person whose only custody was a regional-jail booking and who never entered MODOC custody or supervision.

A prison departure can mean parole, conditional release, sentence expiration, or transfer. Parole and conditional release place a person in the community while MODOC supervision continues. Final discharge ends the department obligation. A move from Crossroads to another prison is a transfer, not community release. Read the assignment, status, release date, and board decision together before describing the event.

Search Active MODOC Releases

The MODOC Offender Search is designed for people currently incarcerated or under supervision. A person paroled from Crossroads may still appear because parole is active. A fully discharged person may not. Search by DOC number when known. Otherwise use the name fields, then compare the county of conviction, offense, sentence, and other lawful descriptors.

Open the matching record and read the current assignment. A correctional-center assignment points to prison custody. A probation and parole field-office assignment points to community supervision, not confinement at that office. Note any parole or conditional-release date and the exact status language. Never turn a minimum or scheduled date into a guarantee.

2. Confirm identity through sentence and county information.
3. Read current status and assignment before using a release label.
4. Record the access date and displayed release-related fields.
5. Contact the caseworker or field officer when a specific status remains unclear.

Past MODOC Discharge Search

A no-result in the active search is not proof that a person never entered MODOC. The MODOC Sunshine offender database is updated nightly and expressly covers people who are or have been under department supervision. Download the compressed data with its current layout and code documentation. Search by DOC number and decode status, assignment, sentence, and release fields with the official sheets.

The documented $PC field is “Sentence-I Minimum Release Date.” It is calculated for the active sentence. It is not necessarily the actual departure date. Multiple sentences, jail credit, offense date, minimum prison terms, a parole decision, conditional-release rules, discipline, or a court change can affect the result. Use a movement or release record to confirm the completed event.

This statewide file is often the better released-person channel after final discharge causes the active name search to stop returning a match.

MODOC Public Release Fields

MODOC identifies a substantial set of public information, though every item may not appear on the automated screen. The available fields can include present offenses, sentence and judgment, county of conviction, supervision term, standard conditions, qualifying special conditions, confirmation of supervision, supervising officer and office, custody or bond status, parole or conditional-release date, a Parole Board release decision, and prior convictions.

The captured field list supports a focused follow-up request when the public search omits an item. Medical, treatment, victim, security, and protected case-management material may remain confidential.

Parole

Discretionary release from prison to supervision under a board order.

Conditional release

A supervised portion of many Missouri sentences defined by statute.

Discharge

The sentence and supervision obligation has ended.

The current prison or field office responsible for the person.

Request MODOC Release Records

When the online sources do not establish the actual event, request a movement and release history, status and dates, sentence and discharge fields, and any available offender photograph from the proper Sunshine custodian. The department lists division addresses on its Sunshine page, including OD.SunshineRequest@doc.mo.gov for the Office of Director and ParoleBoard.SunshineRequest@doc.mo.gov for Parole Board records.

Identify the person by the full, correctly spelled name and DOC number when available. State the exact records sought. MODOC Constituent Services also accepts offender inquiries and asks for useful identifiers and a clear request. Its page reports that email responses usually arrive within one business day during regular hours, but that is not a guarantee of complete resolution. Do not submit duplicates or publish sensitive identifiers.

Missouri chapter 610 governs access and fees. Ask for electronic copies, an itemized estimate, and notice before costs exceed a cap. If material is withheld, ask for the legal basis and all separable open portions. Section 217.075 governs department offender-record confidentiality, so an online omission does not always mean the record does not exist.

DeKalb County Custody Boundary

Daviess/DeKalb Regional Jail handles local jail custody for DeKalb County. MODOC cannot confirm a regional-jail-only release when the person never entered the state system. Likewise, the regional jail cannot confirm final discharge from a MODOC sentence merely because it transferred a person to the department. Each custodian proves its own event.

For a local arrest, use the jail exit record, the committing agency, MOVANS, and Case.net. If the release entry says MODOC, continue with the state offender search and movement history. For a Crossroads release, use MODOC even though the prison stands in DeKalb County. Court records help connect conviction and sentence, but they may not show the precise time a prison release was processed.

A person absent from both current searches may be fully discharged, transferred outside their scope, mismatched, or subject to a data delay. Use identifiers and records requests instead of guessing from absence.

Crossroads and WMCC History

DeKalb County has an unusual state-facility history. Crossroads Correctional Center and the former Western Missouri Correctional Center are not two current prisons releasing people in Cameron. MODOC says Crossroads operations were consolidated into WMCC in 2019. In 2022, the population and staff moved back into the smaller Crossroads site. The former WMCC campus became the Academy for Excellence in Corrections, a staff-training site with no present inmate-release path.

The MODOC account of the Cameron move resolves older records and search results that still use “WMCC.” A historical assignment should be preserved as written, while current custody should be checked in the statewide search. Do not call the academy a prison or direct a current inmate search there.

Crossroads remains a maximum and medium security state prison at 1115 East Pence Road in Cameron. A transfer from it to another state institution remains custody. Parole, conditional release, and final discharge require different status language and records.

Verify MODOC Release Dates

A minimum release date, parole eligibility, Parole Board decision, conditional-release date, and sentence expiration are separate facts. Missouri law does not impose one universal percentage for every prison sentence. The controlling rules depend on the offense, offense date, sentence, prior commitments, jail credit, and statutory category. A conditional-release date may also change under the prescribed process.

Record the exact field label and access date. Compare it with the release or movement history and the court judgment. While supervision continues, the assigned field office or officer can clarify current public status. After final discharge, the nightly past-offender file and a department request are the durable route. A result should never be described as a DeKalb County jail release unless the regional jail separately created that event.
